German Chancellor Angela Merkel has suggested that a process is underway to introduce a ‘fiscal union’ throughout the entire euro-zone in the latest effort to stabilise the region.

In a direct address to the German parliament, Merkel chose to focus on the positive aspects of what has so far been agreed as the countries involved fight for their financial futures.

“It’s no exaggeration to say that we have achieved an incredible amount (so far). In Europe we are now arguing and wrestling over the fine print, not about the plan as a whole,” she suggested.

“Anyone who, a few months ago, had said that at the end of the year 2011 we would have taken very serious and concrete steps towards a European stability union and a European fiscal union with powers of enforcement, would have been considered crazy.”

As she heads to Brussels next week for the latest round of meetings with the other EU members, Merkel was unequivocal about the subject which would be right at the top of her agenda.

“I want to stress that we are going to Brussels with the goal of treaty changes because we want to avoid a split between euro-zone member states and non euro-zone members.

“No one should wish for such a spilt,” stated Merkel. “The euro-zone should remain open for those who want to join it.”
